The first part is right.

The second part is only true if an eligible team (D2 or D1) has amassed enough effort credit to be listed above moderate, so high or very high. If no eligible team he can sign with in the first session offers him a scholarship before the end of the first period, or if they don’t do enough to get above moderate consideration, then he’ll wait until the late period, and can sign with the D3 team at that point.

D2 players do not sign with D3 teams until the start of the second session. D3 teams will be stuck at "Moderate."
D1 players do not sign with D2 teams until the start of the second session. D2 teams will be stuck at "Moderate."
?D1 players do not sign with D3 teams until the 6th cycle of the second session (11pm ET). D3 teams will be stuck at "Moderate."

D1 players with Late preference do not sign with D1 teams until the start of the second session. D1 teams will be displayed at "High" or "Very High" after they have offered a ship. Same for D2 with D2, D3 with D3, D3 with D2, and D2 with D1.
