Victory Progressive League started in 1946. It is a 16 team, four division league.
In order to not have to use the WIS sim generated players this league allows the last season of a player to be repeated.
So for the 1953 season all players who played their last season in 1952 will be eligible to play in 1953 (using their 1952 season).
These players can’t be keepers and are just added to the draft pool.
