My hunch is yes, but probably just a fraction of a point of ratings development.
You used to be able to see a player's true ratings before they fixed the bug. Every single player I looked at across multiple leagues never hit their true ceiling on coachable ratings (most got within a point in the non coachable ratings). Most players fell 2-6 points short.
Just speculating here but - I'd guess that in order for a player to reach his true ceiling he'd have to be in the ML on day one with ML coaches and go a ways into the playoffs at the ML level his first four season. That's the only reason I can think of why nobody could hit their true ceiling.
OTOH, since the low end seemed to be around 5 points short, you're only losing 4 points (6-2) by not maximizing player your development. In other words, the difference between getting the most out of development vs. doing the bare minimum seems to be ~4 ratings points.
