Is it possible to sign recruits not fully scouted? And should it be to a certain level?

Yes, it is definitely possible. If you can unlock the scholarship, then you can offer it regardless of scouting level.

It's not something I would recommend, especially for new players. Get fewer guys to level 4, it's much safer. If you're experienced, feel free to sign at lvls 1-2 based on a variety of factors of course. I've signed a lot of guys from lvl1 recently just off of other coaches on the considering list.
