This might be more difficult for lower division coaches to grasp, if they don’t know how big the D1 scouting budget is, and especially if they haven’t experienced the first RS2 session after a job change. But having gone through that a number of times, this makes perfect sense to me. I have normally stayed at the D2 level and stuck with traditional jucos rather than transfers, but knowing how much ground you can cover via FSS, this is certainly a viable option for transfers, if that’s what you’re looking for, especially using the game log technique to “scout”.
If you don’t know the game log technique, for transfers, you don’t need to fully scout them to see their ratings, and even get a sense for what kind of growth they might have, though you can’t see their potential directly without scouting them. You just have to know what school they’re coming from, then look at that schools game logs. If they played in games, you can see the player in the schools game logs, and see their attributes, and “scout” them that way. If the recruit contacts you, then the scouting report is free. If not, then you do need to discover the player somehow, generally the best way is to FSS a state (and level) you have not previously FSS’d, preferably shortly before a recruiting cycle to give maximum time for coaches to cut players, and to increase odds that your search will pull someone (this is why the timing in this case is actually not suspect at all).
The D1 scouting budget is so large, especially if you’re just there for RS2, and if you’re only going for transfers and need the level 1 info to do it, then you can basically get the whole country at every level, no problem. The trick is, you can only FSS a state one time, so if you do it right away as scouting opens up you will miss the new transfers that get cut, and would have to discover them via the more expensive assistant scout route.
