moderate has no chance of signing the player - although a D2 may show as moderate in session one and then move up in session two after unblocked.

I think the odds might get as long as 80-20 in a 2-way between teams that are in range, though 78-22 is the widest I’ve personally seen. When there are more than 2 teams, the trailing teams can be under 20%.
