Is it possible for a school to offer a scholarship in RS1 with a roster that includes no seniors and no walkons?

Sure, a school can offer, they just unlock actions with attention like any other team. The recruit won’t sign with that team until they have an open scholarship, which might happen if they cut a player after the season, or (if it’s a D1 school) if they lose an early entry.
