I am late in the recruiting cycle, and noticed a transfer from a state I haven't scouted just became available. Problem is I'm out of scouting cash to go pull up his recruiting profile.

Is there anyway I can still recruit him?

I know how to pull up his player profile from his former school, and know his ratings are a fit with my squad. Is there anyway to find the link to his recruit ID? Would it possibly be the same number as his former player profile?

Unfortunately, if you are unable to at least scout him to level one, you'll be unable to recruit him. The only thing that you'd be able to do to free up scouting cash would be to cut any of the players that the former coach/sim signed to your team. Otherwise, I believe you're out of luck.

I'm being dense, how do you know he is there if you havent scouted?

If he contacted you, then you are able to recruit him no matter what state he is in.
