there is no question as best i can tell, that foul out games count regardless of whether they help or hurt you, for the initial promise complaint. we've known that for some years, seble had changed it so that foul out games only count if they help you - but then we had clear-cut cases of complaints where that wasn't true, sent them to seble, and he went back and checked and said the initial complaint logic was more strict than what players quit over, and that the logic was different there.
where this had started is someone had a player quit or got a 2nd complaint (i don't recall) from a player with a bunch of foul out games with like 28m etc, and he should have been fine, but those foul out games didn't help him. this made its way to seble for absurdity and he actually made a change to compensate, and basically said publicly something to the effect of, "now foul out games won't count only if they hurt the promise". and we all went forth assuming that was true. but then we had a counter example, very similar to what was posted here, and that is when seble said something like, to his surprise, he found that there is different logic for initial complaints, where foul out games don't count no matter what.
so it was definitely a source of confusion for a while... but i think its mostly known now. i tend to get confused about these things periodically because there are so many events like, changes related to promises over the 13 years, or comments from seble related to promises, and unless the sequence is clear in my head at the moment, i feel very uncomfortable with the situation, too much complexity, not enough certainty. that is probably why i was pretty confused in this thread the first time around. i think i have it all square in my head at the moment though?
