So In the Decision Tree Process what is the Order or Relevance of for Instance: (1) A Stadium Rating For Singles or 1B of -1 ... (2) Batters Singles 23/100 AB (3) OF Defensive Rating Fielding D Range D (4) And if Relevant if GB or FB ... Does Stadium Rating ever effect OF Performance

The first decision on the tree is non-AB PA (BB, HBP, Sacrifice, etc) or AB PA (any outcome that would result in an AB). Second, is Hit/out. In the hit/out decision the ballpark hit factor (1B effect) comes into play as does the batters AVG, pitchers OAV, and their respective league averages. If a hit, fielders Range comes into play, if an out, fielders FLD comes into play.

So in order of your above:

#1 (Ballpark) & Hitters AVG (not #2 (Singles/AB))
#3 (Range) & #4 (FLD)

Stadium effects only impact OF performance insomuch as the stadium allows/subtracts hits/outs that impact the OF chances for Errors/+ plays.
