I would personally run multiple dynasty leagues with my friends if we were allowed to have fewer than 24 teams in a league (8, 12, 16 all seem like reasonable numbers of teams in a league). Plus, it would definitely make for more actual leagues being purchased for WIS, since owners wouldn't spend so much time waiting for private leagues to fill...
