Does this setting impact stolen bases of just in-play situations (first to third, scoring from second a single, etc.)

It doesn't.  This has been documented in several places.

The only variable that affects SB rate is the individual SB setting.

Shouldn't the control be for individual players?
That would be more realistic.
There should be running settings just like SB settings.
I have never understood that.

I just kind of hope/assume that your base coaches are still taking the players' speed into account. When I set it to 5, I mean "send Beltran every time" but I definitely do not mean "send Sal Perez every time"

I've never noticed my super slow runners running into tons of extra outs.

My understanding - absolutely not based on anything other than an assumption of how the variables are used:

-- Higher aggressiveness setting means that all runners will try more frequently than they would with a lower aggressiveness setting
-- Runners with higher speed ratings will try more frequently than those with lower speed ratings

Example (the percentages below are just illustrative, NOT based on any data):
-- Aggressiveness rating of 3. Runner with speed rating of 90 will try to go from 1st to 3rd on a single 60% of the time. Runner with speed rating of 40 will go 15% of the time.
-- Aggressiveness rating of 5. Runner with speed rating of 90 will try to go from 1st to 3rd on a single 80% of the time . Runner with speed rating of 40 will go 25% of the time.

i've definitely noticed pitchers and slow catchers running into outs when I have the aggressiveness on 4 or 5
