1930 Progressive needs FILLED Topic

We haven't often needed owner for the Alexander J Cartwright League, now entering 1930 our 45 season, but we need one this season.

Our league has two openings in the NL. We have two seperate drafts. So there is a Ruth in both leagues, as is Grove, Gehrig, Vance, etc. Of course there are 4 Waners.

We are hoping to expand to 24 teams in 1933. the two seperate drafts help to insure there are enough players for our league even though MLB had far less teams.

Draft will start as soon as we get two owners.

We hope you will join us. The league rules are below the available roster which follow. These are the 1929 rosters minus the players that retire in 1930. You, will have the opportunity to shape these teams for 1930

League Guidelines and Rules:
.. Concept:
Aexander Joy Cartwright League is designed to follow baseball through its history. Not only will the Iconic players of each era be featured but also the career backups, one year wonders and not-so successful role players of those same seasons. We expect all owners to respect each other, the integrity of the game, and the following rules.

General Rules:
Please be an active owner!
ROSTERS:
1. At its outset the AJCPL will have two leagues featuring all players available in both leagues....ie two Ruth's, Cobbs, Youngs, Otts....etc.
a. This rule will be reconsidered when there are enough players available in the WIS database to supply all 16 teams with 25 players.
2. AAA players will be available featuring Below Average C, 1b, 2b, 3b, SS, OF and 2 Pitchers. Currently we are not using this option.
b. These players can be traded.
d. use eliminated in the 1920 season.
3. There is no Waiver Wire.
4. Salary Cap: 120 MILLION** (FORMERLY "There is none." **note CHANGED IN 1907 WHEN ENOUOGH PLAYERS GENERATED TO COMPILE DEEP TEAMS)
5. No DH
6. Injuries on
7. Era specific stadiums tied to franchises/teams.

KEEPERS:
1. There is no limit to keepers. An owner may opt to keep all 25.
2. Any player with WIS stats for that season must be kept or released.
3. IR players have no limit but are governed by above rule (see 2).
4. Listing Keepers, and final verification of that list compared to draft's Available Players, is the responsibility of the team's owner.
5. SNOOZE YOU LOOSE RULE:
a. In the event that a player is omitted from your keeper list and the draft starts that player cannot be added to your keeper list.
b. In the event that the commissioner does not correctly remove players from available players list, and an owner discovers the omission, that player can be reclaimed at any time unless drafted by another team.
c. OWNERS MUST DOUBLE CHECK THE COMMISSIONER'S WORK TO HELP THE DRAFT MOVE SMOOTHLY AND AVOID UPSET OWNERS.

DRAFTS:
1. Drafts will be held at the end of each season.
2. Reverse order of finish (game 162) determines draft position except the division winners pick in last two slots with WS participants picking last.
3. Progressives are meant to progress so we will always endeavor to keep the timed portion of drafts starting as quickly as possible after W.S. teams have been determined.
4. Draft picks are owned by a team and can be traded at any time up until that rounds slot has passed.
5. In the event of a tie: Changed format in 1912 draft to amendment 5c.
c. In future drafts a simple calculation will be made. Whichever team had the worse draft pick the previous season gets the better in the current draft. In the event both teams had same record two consecutive years option a, b, and then c will determine the 3rd consecutive season.
6. NO TEAM CAN have the 1st overall selection more than two consecutive drafts.
7. Drafting owners are responsible to check back to last "UPDATE" to ensure player they select is still available.
8. Proxies are encouraged...both through other owners or self/open proxies.
9. Obviously, no rule can make an owner site mail the next two or three up in a draft but we want our quality owners to do quality things. Please site mail.
10. BILL JAMES RULE: Any player who does not appear on the Available Players list for draft purposes in any season's draft will be unavailable for selection unless said player is presented to the league commissioner to be added prior to draft's 1st pick.

11. DROP/ADD rule added in 1918 season. One Drop or Add per team. Drop Add to be ran after the regular draft is completed. It is first come first served.

COMPETIVE BALANCE RULE:
1. Missed first round picks will be made by the commissioner after the 1st and within the last hour prior to the 2nd round.
a. this pick will be decided entirely upon who the commissioner has rated the highest of all players remaining.
b. There will be at least 12 hours scheduled between the 1st and 2nd rounds.

TRADES:
1. Trades are encouraged.
a. Players and picks can be traded.
2. Trades cannot be made more than 3 seasons in advance.
3. All trades are subject to league approval requiring 6 vetoes to override proposed trades.
4. There will be no interleague trading
a. thus there will be no clones.
5. Some trades are not always in the best interest of the league, your division, or your team. It is okay to use your veto. All owners are encouraged to develop a veto philosophy and stay with it. Some may never veto, some may always veto, some may veto only in their own division and some veto any time the difference in cash exceeds a certain amount. Any philosophy is okay. Just try to be objective and look at each trade with an eye towards: first how it effects your team, second your league's season, and third the good of the league in general.

ANNOTATED RULING CONCERNING USE OF ILLEGAL AAA PLAYERS (added November 11th, 2020):
My decision on the teams that used AAA players. For each player used there will be a drop of 3 slots for their next owned 1st overall pick by that team and/or a drop of 3 draft slots of their 1st overall pick for each 20 games or more used. No team will drop more than 12 slots for the first infraction. If this occurs again there will be a loss of 1st rounder completely and that pick will become the last pick of the draft. Subsequent draft slots will remain as standings dictate at season's end.
If no first round pick owned penality will carry over until the team owns a 1st round pick.

Penalty basics examples: for each player up to 4 is a 3 slot drop with max 12 slots. Or one player appearing in 60 games would be a 12 slot drop. 1 with 25 games a 6 slot drop. 2 players, both having more than 20 games, would be 12 slots. Using 5 players or more than 60 games would also be a 12 slot drop

I mean more like what do teams typically average? Are most teams in the 80-90m range? Are a lot of teams pushing the $120m cap?

I will handle the St. Louis franchise for 1 season along with my other team, the Brooklyn Dodgers. It may take me a couple of days to figure out what the Spirits needs are. As soon as I do I’ll post their 1st round #6 pick.
