Here is what uglyskunk said about transfers on the discord server the other day:
"Aside from receiving emails from players transferring, the other way is to find them with the FSS map and assistant search. How's that work? At the end of RS1, any time before the championship game, take screenshots of the FSS map for whatever divisions you're interested in getting transfers from. Then compare that map to the FSS map after the season ends and you'll see where the first wave of transfers went as the map will add them to the states they are available in. If you don't own that state, purchase it and the transferred player will be included. If you do own the state already, go to assistant search (this where you need a minimum of $300 in your scouting budget) and check "find new players" and uncheck "further scout discovered players," and it'll reveal transferred players in the states you've already purchased.
Keep in mind, shortly before RS2 begins, scholarships can be rescinded, so it's in your best interest to wait an hour or two before RS2 begins before scouting for transfers as there will be more transfers/cut players added to the FSS map.
Of course some coaches cut players throughout RS2, but it's harder to see where those cut players are added to the FSS maps. If you're very active, you could screenshot after each recruiting cycle and compare the map just before the next cycle processes to see where other players have been cut/added to the map."
