What does the community think of opening up all remaining recruits to receive scholarship offers in the final cycle without unlocking them at any level? I.e. D3 programs could offer scholarships in the final cycle to D2 and D1 recruits. D2 programs could offer scholarships in the final cycle to D1 programs.
