Are those projections, or is this question just a theoretical exercise? If the former, those numbers will never appear; his DUR may be very low (single digits) but probably not 0.
If the latter, I guess he could pitch one great game and then sit the rest of the season?

He can warm up but not actually start the game?

Those projected ratings scream that the team must have below maximum scouting. Any time I see multiple 100s and multiple 95+'s it tells me that my scouts are like those scouts depicted in the movie, MoneyBall -- "He has no confidence because he has an ugly girlfriend". The scouts are just blowing steam out their azses.

My best bet is that he is one of those pitchers that has a single digit durability. If he makes all the other projections, which he won't, but if he gets close, he will pitch enough IP to be one of the better 80 to 120 IP pitchers in the World. However, as stated above, the projections scream that the scouting is way off.

Put it this way. I'm at 20 scouting all the time and I have never.....ever seen a pitcher projected similar to 100 control, 100 L split, 89 R split, 100 velocity, 64 GB, then two elite pitches. This would be the best rated pitcher that I'd ever seen discounting his durability. Even the best projected pitchers I've seen with full 20 million are somewhere in the 90s or high 80s in a few ratings, but I've never seen a pitcher with four primary ratings above a 95 (including three 100 ratings), and then a fifth primary rating at 89. Then, on top of that, he's got a 100 rated velocity??? I've never seen it in 90 draft classes. So if this player truly is projected to hit those ratings and it is with 20 million in scouting then color me bewildered.

Now, I've seen plenty of these types of top rated pitchers when I have 10 million in scouting, but we know how those turn out.

I'll back up what tlowster said: when I start seeing projection ratings which I've never seen an active player reach, that's an effect of a reduced scouting budget. For example, I usually run 20 mil College and 0 High School, and in every draft class I see at least one high schooler who looks like a god level talent.

And yes MWett, if you're flipping from one side to another - and I've done it - along the way you're going to see two draft years with reduced scouting effectiveness, so you can take that into account how you approach the draft.

I still don’t know what to do with myself in the midst of those two seasons. And I’m currently in one now. Throw darts at a board? Draft Canadian kids? Go off of names?
