I would love this, mainly since I would love any new world (and it's likely we will get one soon). Any new world with special factors seems to be a non-starter for the devs, however.

Why would you think this?
My guess, since nobody asked for it, is that it seems like the tech lift to add special factors for a new world wouldn't be that much different from adding them to all worlds (which is to say, not a low amount of effort). Alternatively, Cubcub may 'know some people who know some people'.
