You don't want to look at preferences in a vacuum. They can be powerful tools, but only if you have an advantage over other teams. So instead of saying "I have really good preferences", you should be comparing your preferences to potential competitors. You may have 4 VG and 2 G, but does the other team have 3 VG and 3 G? Do they have a much higher prestige? There's a lot of variables in play for any given recruit.
Think of each preference and team prestige as a modifier for each recruiting action. Even if you've got better preferences and prestige, if they have more resources, it can be dangerous.
