One of my departing Type A FAs signed with a team that finished in the top half of the standings last year. The team he signed with also signed another type A, so it looks like I’m only getting a comp pick in the supplemental round and the second round, while the other team is getting the 19th overall pick and a supplemental round pick. It’s still the off-season.

Will the picks reshuffle at the time of the draft or did I get unlucky due to compensation pick assignment logic?

I'm pretty sure it's based off last season's record. The team losing the player with the worse record the previous season gets the better comp pick. The picks will reshuffle to achieve that order.

^^^^ This is correct

In my experience, the 1st/2nd etc rounds reshuffle when the signings happen, so what you're seeing now should be correct. It's only the supplemental round that you have to wait for Draft Prep to reshuffle. (Which also goes in order of worst record from last year to best for Type As then Type Bs but if you have multiple A's you don't get your second supplemental pick until all the other teams with an A have had one too.)
