Is it possible for a players (under 26) projected OVR to change year over year?

Oh for sure. Until the kid is 27 their projected overall should change quite a bit year over year.

I wouldn't say quite a bit year over year. Most will reach their peaks in their early to mid 20s, by 24ish I don't typically see much movement (majority of the time maybe on a occasion but very limited) and definitely by the time they are 26 it's VERY minimal adjustments.

With 0 advanced scouting it will say the players potential is different every year, but you are right. They will only gain a bit. I don't even look a the the projected to be honest.

What do you look at?
Under 4 pro years -> My HS/Col/IFA scouting ratings I saved in a spreadsheet. If the budget is $20M the ratings usually will be within +/-10
Over 4 pro years -> Current ratings are pretty much locked in.

Just to expand on what brian said; After awhile you get a general feel for a player's final OVR rating based on his age at signing, initial OVR, and make-up. (Of course, injuries can throw all that out of whack.) Then, depending on how much money you have in your scouting budget, you can decide on how much you can believe the projected OVR. For example, if you have $20M in college scouting and draft a college player, you can feel fairly confident that he will get close to the initial projections (barring injury, manager stupidity, etc.)

You've been around long enough that you should be able to start getting a feel for things. But you'll never get a true feeling until you remove your advance scouting crutch. Like riding a bike, you'll never learn how to ride a bike until you take off the training wheels. Getting your advance scout budget down to zero frees you up to do a lot more with your budget.

Does this mean a player's candidacy for DITR can change from year to year? (Assuming the threshold of proj OVR is 60 - correct me if I am wrong),

Depending on the context of the question, the answer can be yes or no. I think it is generally agreed upon that DITR eligibility stops somewhere between 55 overall and 60 overall. This is the player's real ceiling. It is not the 20 million projected draft scout ceiling or the 20 million projected advanced scout ceiling. It is his true ceiling which noone ever really knows. I suppose Admin might know, but that would be cheating if they used that to their advantage or if somebody asked Admin the true cieling of a player.

If a player was projected as a 57 overall, but by year three he is already at 60, he is likely not going to get DITR. If he was projected 57 overall and he is still sitting at 45 in year three, he will likely be eligible for DITR.
