Can we implement the new MLB Draft Lottery rules, where there is a lottery for all non-playoff teams? Teams cannot take part in the lottery 3 consecutive years.

I'd be for it, but updating any rules to match the current real-life set feels like it would be opening a "can of worms" to me.
