im recruiting against a team that signed 4 guys and had 4 schollies. He still has a active scholly offer to our mutual recruit. Does he get penalized if the recruit accepts his scholly offer? Or will he have time to drop a player when phase 2 starts?

you cant sign a player without an opening, so no penalty. he will have time to drop a player when RS2 starts, in that long first cycle before signings starts.
