I have a player who will be a free agent at the end of the season. He says he wants to test free agency. Shouldn't I still be able to make an offer to him? It specifically says you can negotiate with your own free agents all season, but I can't even make him an offer. It makes no sense. He can always refuse the offer, but I should be able to make it.

If you have gone through arbitration with him 3 times, he will automatically go look for another team the next season. You can still sign him in the free agent season, but you have to compete for him with other teams. So if you have a player that you want to sign long term, arb him for 2 seasons, then sign him to a long term contract in his 3rd arb year.

He has never gone through arbitration, at least not with me. If I want to hold on to a player I never let it go to a 3rd arb.

just checked...he has never even gone to one arbitration, let alone three with any team. Not really sure why he would not negotiate with me. He was an in season trade .

If his patience rating is anything lower than 50 he's almost guaranteed to seek free agency anytime he has a chance.

And yes, some players don't even allow you to make an offer.

Not sure how to get his link in here, but it is Scott Willis, on the Cin Reds in Clemens world. I have traded him since we weren't go to win anything and I couldn't resign him

Yep, 28 Patience. He was always predetermined to file for free agency after his first contract extension. His previous owner shortened that timetable by signing him to a long term deal without ever sending him to arbitration.
