Everyone is different.
Also, depending on your team (rebuild, contending, etc) it can be different also.
One thing I do not change regardless is 20 in Medical and 20 in Training.

Same with dschang, except sometimes I do 16 in medical. 20 in training is very important, though. Also, look and see if your fielding instructor wants to resign with you. The fielding instructor is the most important coach in your organization, because he covers all major and minor league levels. If he will resign, then you sign him for $750K or less, and you can set your coaching budget at 9 or 10 mil. If he won't resign, then you'll have to find a new one, which might cost you upwards of $3M or so. So in that case, your scouting budget will need to be around $12M.

I set my Training to 20 and my Medical to either 16 or 20. I set my Coaching based on the FI as bjschumacher mentioned but I do either 7 or 12. If I can resign my FI, then 7 and if not then 12. The rest is dependent on the type of team and whether you are in a rebuild or not.

Some thoughts on budgeting:

20 million in training is always a good idea. Causes guys to get injured less and lose ratings less. Always a good idea.
I like 20 million medical, when you are starting off you may not need it.
Advanced scouting shows you what major and minor league players projections will look like, the more money the more accurate. As you play more you can make this budget 0 but if you are planning on making trades its a good idea to put money into this.
Starting off I'd put 20 million into either High school or College scouting and 0 into the other one. Personally I'd put 20 million into college as the projections tend to be more accurate then high school. I'd keep internationals at 0 budget right now. I have a respect for people that get internationals but I've always found it to be a waste of money, also starting off in the game unless you know how to value players its probably not worth it.

Now the tricky part.

Coaching you can spend anywhere between 9 million and 15 million. No one really knows how much coaches help or don't help. For me I like getting a good fielding instructor and then spend the minimum on everyone else. To start off I'd probably budget 12 million. It will give you a feel for bidding on coaches and let you have a little extra for bidding wars if there is someone you like.

Prospect budget is how much you will spend on signing guys through the draft. The first overall pick for slot money will typically want 4 million, and their ask goes down from there. Guys that may sign will typically want about double and guys that probably won't sign will ask for a ridiculous sum of money. If you are drafting high you can go from 10 to 12 million for prospect budget (taking into account you'll need more if you get compensation or supplemental picks) if I have one first round pick that is in the mid 20's or lower I'll usually only go with about 6 million for scouting.
