I have a World (NCAA II) that had 6 openings at rollover. Two in the AL and 4 in the NL. The two in the AL filled within days and the four NL openings remain.

Are there a lot of owners who prefer to strictly play in the AL because of the DH? I only have 2 teams, one in each, and it does seem that my past success has been with AL teams.

Will one of the updates to HBD be to bring the DH to both leagues like the current MLB?

New WIS ownership has not specifically said what the updates to HBD will be. I expect adding the DH to the NL will be one of them. I also expect it will be several more months before we see any updates.

I would like to see them give you the option of using the DH. I had an idea for a world that would follow baseball history, shortening the ERA's to 5 season increments. However, that would reduce the number of teams initially which would reduce revenue, making this something WIS wouldn't want to do. If you could choose to use the DH or not, in both leagues, then you could start with both leagues without a DH, then adding it to the AL after a period of time and finally to the NL. As dyoungquist stated, this type thing would have to be low on the priority list as getting the game's programming converted to a new system that can be updated and improved would need to take place first.
