A coach's salary is not necessarily commensurate with skill. All coaches who return, regardless of level or coaching skill, come back at the minimum salary for that level. Same if you move a coach from AAA to the majors (or any other promotion). If you win the bidding for a coach at $2 million for the major-league level, if he comes back the next season, it will be at the minimum salary for that level. It keeps money allocated for coaching salaries down. That is a good thing for you. If you hire a pitching coach at $2 million one year, a fielding instructor for $3 million the next season and a hitting coach for $2 million the following season, that is $7 million in coaching salary each season for those three guys
All coaching contracts are one-year deals. Think about it as every coach at each position gets the same salary, but those who sign are getting a signing bonus. For instance, the minimum salary for all major-league pitching coaches is $600,000 regardless of experience. If you sign a pitching coach for $2 million, think of it as a $1.4 million bonus on a $600,000 salary. That same pitching coach will get $600,000 in the next season if he stays.
