Also, in MLB, comp picks that are unsigned do not create comp picks for the following season.
They don't here, either
It happened in Summer of 49

tec's posts are correct.

If you offer the picks initial demands and he raises his demands afterward you do not have to offer the new demands in order to receive a compensation pick. If you withdraw your offer at any time your Type D compensation pick will not be awarded the following season.

Type A compensation picks that go unsigned but have had their initial demands met do award compensation picks the following season. This does not apply to 1st round supplemental round picks (i.e. sandwich picks).

you can withdraw it once he rejects tho right so you can use the money elsewhere?

I stand corrected.

Once the offer is rejected, the money offered is no longer pending so there's no need to withdraw.

ah this is true.

Bottom line guys, I've had experience with all of this. If you have a draft pick and he rejects your first offer by asking for more cash or just not signing all together, you have earned the D pick next season. That pick can be any pick that you own the rights to, in round 1, 2, or 3, EXCLUDING the COMP Round with the * next to the 1 or 3. So in other words, if you have a type A comp pick, you do get a D the following year for the A pick that did not sign who was a true round 1, 2, or 3 pick. If he was a pick in round 4 or beyond, you get no comp D. Also, you get no comp D for a supplenental pick. That is the key thing to remember, so if you have a pick with the * by the round #, you get NO comp D for that pick. Other wise, you do get the compensation. Put another way, no type B will get a D comp the next year. Type A picks will get you a type D for the one pick that was not supplemental. Clear?

That is correct, he has neither rejected nor accepted your offer. Until he actually makes a decision by either rejecting or accepting the money "tied up"
