Don't try to fill all of your 'ships at low level d1. You can be very successful with 10 players and the added monies by taking a walkon or two for a few years greatly helps your ability to recruit.

Recruiting is a lot diferent than DII/DIII, with many more battles. One of the tricks, especially at low DI, is gaining an appreciation for which battles are winnable and which aren't (or, even if they're technically winnable, are they worth fighting).

You need to make sure you properly understand and evaluate the major factors that go into that -- prestige, distance and available cash (both total available and how that # is effected by other battles you or the other coach are in). You also need to be mindful of things like being poached by higher prestige programs, not overextending yourself, etc.

To me, mastering recruiting is by far the biggest difference between DI and the lower divisions.

To add to what dalter said, the further up in DI you go, the tougher it becomes to master.

Going after kids ranked 70-90 is one thing, but when it comes to the top 10 at a position, its a whole new ballgame.

I am early on in a different approach. In my first two seasons at Charleston Southern, I cut one or two players to set up a class of 6 followed by a class of 4. I targeted high potential though not necessarily highly sought after recruits. Instead of having extra money each recruiting season to target better recruits while leaving open scholarships under the walkon strategy, I'll have extra money to target better recruits 2/4 years while filling out my classes with a hopefully useful role player or two. My goal is to increase prestige during the jr/sr seasons of my 6-player class so that I can move up in DI.
