I have been playing for about 11 seasons and this is the first time i have come across a potential problem i will be facing waiting for my new season rollover. When my season rolls over i will set my budget and my payroll will immediately be over budget. Will i face an immediate penalty or do i have time to trade players and such to get back under budget? If i do have time how much do i have?

Why do you think your payroll will be immediately over budget?

What are your budgets now, and what is currently tied up in next season's salary?

It will because i want it to be. I want to start upping my scouting and prospect budgets, in essence i am begining to rebuild.

I think you have until the end of spring training to get your payroll under the budget. If you are over, simmy automatically adjusts your budgeting for you. All except adv. scouting which you will already be affected by.

But you can't set your payroll BELOW your existing payroll. Even if you release players, you're contractually obligated to PAY them.

I can't believe that is true in the case of players up for arbitration. I wouldn't wan't to release a player under contract.

releasu=ing players under arb you won't be responsible. everyone else yeah.

if you end up over budget the sim will take $ away from your other categories (hs,col,int scouting included) so it could undo what you are trying to do in raising your scouting.

Not true. I've never been over before arbitration, but I can tell from very recent experience that if you are over player payroll by the end of arbitration, simmie will immediately start taking money from Prospect Payroll, then Coaching. Its dollar for dollar (no 50% penalty) and in 1 Mil increments.

You can try to make trades but they'd have to be completed by the end of arb. Its absurdly hard to do unless you have the deals worked out in advance, often before you can see projections. If the trades go through one cycle too late you are screwed cause simmie will have taken from the other categories before the trade goes thru, then you'll have the extra player payroll that you won't be able to use for the scouting you'd hoped for. In my case I wound up transfering it back to Coaching at a penalty.
