Those emails mean you won't get any more improvement in that skill, so you can cut practice minutes back to 7-8 minutes. Except for LP and PE, which you can cut to 3-4 minutes.
As for where to put the extra time, you need to figure that part out for yourself.
In general, give minutes to the "core skills" first, and secondary skills later on.
By core skills I mean RB and LP for bigs, and PE, BH, and PA for guards. Plus, conditioning for everyone.
In addition, it's usually better to give extra time to the "big upside" ratings first, then the "normal" ones, then the "low upside" ones last. That gives you the most bang for your buck.
