What he has no shot at is having those exact projected numbers. Either the splits will be higher or the control will be lower. Probably the former, or both... your ADV of 11 is misleading you a bit.

Answering the question... a pitcher with his projected numbers would have an ERA of mid 4s or slightly higher in a neutral park, with a somewhat high OAV balanced by a very low walk rate and a somewhat low HR rate.

Sometimes poor splits can be overcome with great pitches & control. If he reaches his projections, he might be effective, but those are really low splits. I have a similar guy and he's doing pretty good, but his splits are in the low 50's.

Not necessarily more in ADV. It's just that his splits have been improving at a decent rate for two seasons, and it's unlikely that will stop now. The control could well get close to 93.

Use him as a starter. Don't waste the stamina.

i'd give him a shot, ive had success with low split guys when everything else was high, though never this low.

With 2 pitchs over 90, and 90 control (assuming he reaches his potential), he can succeed in a setup or long relief role. I have had pitchers with high splits and low pitches that got lit up, and a pitcher with two 85+ pitches and 45 splits got me a whip of 1.00 and era of 3 for a season and a half.

It would help to know what his real ceiling is.

He probably will be inconsistent, with a higher-than-average OAV, but with a decent number of Ks. So maybe he has a 1.40 WHIP, and if he's lucky (avoids the 3-run HRs) then he'll give you maybe a low 4s ERA. If he's unlucky, then maybe he gives you a mid-5s ERA.

Also with a guy like this, you should pay attention to how he does vs. ies and vs. righties. I've seen guys like this who are quirky, and for no apparent reason, have a wide gap between the #s vs. ies and righties.
