I just drafted a player who is asking for 6.6 million, I offered him his initial demands and says he needs time to think about it. If I withdraw the offer before he raises his demands and I do not send him another offer, will I still get a pick for the following year.

No. He has to reject the demand.

Even if he tries to up the offer you'll still get the pick as long as you offer him his original demands and don't rescind the offer until he responds.

The knowledge base article is pretty clear on this issue:

"In order to receive the compensation pick you must offer the player his initial demands, he must refuse to sign, and you must never withdraw your offer to the draft pick at any time. If those conditions are met then you will receive a compensation pick in next seasons draft in the same slot that you picked the previous season plus one depending on any other shifting from franchises that were awarded Type D compensation picks before you. This holds true for the first and second round. For third round compensation picks you will receive a pick in a supplemental round at the end of the third round in the following seasons draft"

In MLB, you only have to offer ~slot to get a D Pick.

how long do you have to keep the offer on the table? What if you want to use the money you're offering him for other prospects? at what point can you withdraw the offer

You don't withdraw the offer, once he rejects your offer and he asks for more money, then you can use the money on someone else without withdrawing the offer.

i thought once you offered the money, its not useable to be offered on other players.

It's not while the offer is pending. But once the offer is rejected, the money is freed for other use.

Step 1 - offer whatever his demands are

Step 2 - wait. he will either accept or reject that offer

Step 3 - player signs or you get the money back when he rejects the offer.

Step 4 - As stated in the knowledge base, NEVER WITHDRAW THE OFFER. Isn't that clear?

I'm not so sure that is true in your part of the country, rob. Don't they put in their best set of teeth for family reunions in your area? You can't tell what they really look like.
