I'm brand new to the game so sorry if this is a stupid question when you are negotiating with a free agent and they come back saying something to the effect of they have a higher offer, are they able to bluff - ie say they have a better offer when in fact they dont or is what they come back with always true?

if they say they have a higher offer then they do. or you are tied but they like the other franchise better (better record, coaches, ballpark)

sometimes the money is the same but something else sways him like a sti, player option, etc...

The only time you are the top choice for a FA (or coach) is if you have a little "1" inside the bubble next to their name. If you don't have that "1" then you need to bail or increase your offer
