Some of them do, depending on their age, but the rest enter the minor league FA pool the following season.

I do sign my picks and have no minor league issues, but the leagues I am in tend to have no available minor league free agents after about 20 and it isn't bcause people didn't sign their draft picks.

Maybe the owners in your league don't promote their prospects enough? That would lead to more retirements...

It's one or both. You have to sign your picks and you have to promote them every now and then. I'd wager, if I checked BC's league(he can pick), I'd find dozens of unsigned picks(after round 10) each season. And hundreds of retirements by 4-5 year pros.
