Make a call, get the back up option message, and then do scouting trips, usually 10-15 should be enough.

I've currently tried 15 scouting trips for a guy at an A- prestige after getting the back up option, he's "close to home" for desired proximity and within 200 miles of me, he's not even that highly rated, what's going on?

I did 10 evals one cycle and then 5 more the next...along with lots of calls/letters/etc.

Is the problem in not doing them all the same cycle or is he just a stubborn kid?

Seems to me kids within 200 miles that want "close to home" and are unranked should be among those...but as I read in the other thread I just bumped, suppose someone else could be going after him as well and causing the difficulty.
