12 pitchers would work fine. I generally use 11 and keep an extra bench bat, but you can work with 12.

As mentioned, it depends on how you set them up and what the DUR/STA of everybody you have is.

If you'd "like to keep 13 bats" then you can also keep 12 pitchers. 13 + 12 = 25.

good point gjello. its actually 14 bats. thanks for the input guys.

as it stands my 5th starter has weak stamina, I think I'll call up a guy who is ready, move the 5th to mop up, and then I just have to clear the log jam of rps I have and cut the right ones. I may lose a few to waiver claims but I guess I cant be too worried about that.

One of the biggest mistakes people make is filling their team with too many mediocre to weak RPs - yeah you will have to put some of these guys on waivers, but the mid 60s splits, decent control, 60s DUR, 15-20 STA, P1 85, P2 55 guys are a dime a dozne and are never very successful.

As a newbie here is something I don't understand. On the pitch quality how can a pitchers say second pitch have a rating of 60 and then his third pitch have a rating of 80. Wouldnt his third pitch then become his second pitch as he can throw it better?
