It means the initial 24 hour wait isn't through yet or that you are minimally qualified but the school is hoping someone better applies.

i assume you mean outside of the first 24 hr period, right? If you're an ideal fit for an open job (after the first 24 hrs), would you get hired within 3 hrs?

I think so, but not sure. I sometimes think it resets the clock a bit for each new coach that applies.
