When redshirting a player is there a certain percentage of WE dropped that will force a player to transfer? If so what is the percentage? Also, has anyone successfully redshirted a SR.?

A player will not transfer due to a RS/drop in we. However, if you try to RS a guy and his we drops, you need to weigh the gains from the RS year vs. the losses from the we drop.

And it's possible to get upperclassmen to RS, though it is rare, especially for a senior.

My understanding has been that everyone accepts the redshirt , but some players WE drops so far that they will decide to transfer after the season. Also, i'm not concerned about improvement this player is close to being maxed out.

Sorry. In forum parlance, "accept the RS" means the players takes it without complaint/we loss. That's what I meant.

So sure, you can RS a player and have their we drop to 1 if you think that's advantageous to you. It's generally not going to be. If it's a good senior that's maxed out, you're going to want/need him to be one of the key cogs to your team. If it's a maxed-out senior with crappy ratings, well, I wouldn't really want him around for another season. I'd much rather recruit a freshman who was actually going to be good and RS him.

(Looking at your team, if you're thinking about trying to RS Eiland for next season, I wouldn't bother. He's mostly maxed out, and you can recruit a guy who'll be as good as he is now fairly early in his career, like you already did w. Mace.)
