My FSS varies greatly year to year depending on the recruit generation. Like this year I need guards, so I am only scouting states that have a good % of guards.

I will use a good percentage of my budget on FSS. Hit the recruits I want on the first cycle and definitely stay away from recruiting battles at D-2 and D-3. I can usually sign these guys for under $200 about 80% of the time.

Of course, with a higher prestige the strategy changes.
