Is it better to promote prior to the end of a season or at the start of a new season? Has anyone had a greater success rate doing one rather than the other?

Even though you will occasionally see a extra cycle beyond the 5 regular seasion cycles with a late promotion, the conventional wisdom is that it won't assist ratings either way. An end of season promotion could conceivably influence a retirement decision so for that reason I do all of my significant promotions at the end of the season.

It's also good to promote guys at the end of the year to levels at which you're in the playoffs. Those extra innings can go a long way.
