Certainly.
Maybe a little higher speed and ball handling than you might look for in a PF. Decent perimeter and passing could also make a difference.
He'll be spending more time on the perimeter so keep that in mind.
In DIII, I often don't even recruit SF. Rather I look for a SG or PF to play there depending on the matchups.
