in DII is there really a difference in recruiting with a A+ prestige rather than an A?

There is a small difference, as the two grades would indicate. There will be a handful of players that the A+ school can recruit that the A school can't, and if for some reason you were going after the same player, the efforts of the A+ school would be worth just a little bit more.

Really the only difference is that you can reach slightly higher on the ranked players but its really not that much of a difference.

As has been said, the difference is slight, but A+ is still cooler.

this.

the first part, that small handful, can make a pretty big difference. but from a battle perspective there is very little difference.
