If I trade for a Major Leaguer and assign him to the minors (he has options) will he take a demotion hit?

You can't say for certain whether he will or won't take a hit, but he does run the risk of it, yes (provided it isn't before the start of Spring Training).

You can assign players anywhere after a trade without getting a demotion hit. Its a bug i guess.

Unless it was recently changed (and I have no idea why they would change it when it seemed to be working) this is not accurate.
