There are enough good recruits in Louisiana and surrounding states to fill up 3 Elite 8 teams from the state last year. With there B+ prestige its highly unlikely anyone would step down from a BCS conf to take it over, and nobody at a weaker school will be able to take it over.

I realize nobody is jumping from a Big 6 voluntarily, but if somebody got fired from one or another mid-major was looking to move slightly up, then...

If you got fired, you wouldn't be able to move to this type of school. Someone from a mid major who could move to this could also move to a better school. Unlikely they would give up there built mid major for this. WIS really needs to lower the standards so these types of schools could get filled.
