I'll assumed they realized that tankers tank. And this proposal wouldn't have stopped them.

25 pages to get to the bottom line. Short of taking $X million out of their $185 million every time they fail to avoid a certain loss threshhold (and not returning it until they reach a certain win threshhold), there's no way to prevent it. And I'm not sure even that would.

Maybe they'll do something more constructive and tweak the skills of draftees up slightly and the skills of IFA's down slightly instead of the ill-advised cap.

Too bad for the owners of top teams, who are really disappointed to lose this piece of candy. Listen to 'em cry.

They could always up the transfer fee to 3-1 so it really cost teams, but still allows the crappy teams the best chance.
