Yea they can. There was a thread on it (div I) when a coach offered a ship and like 500 bucks worth of effort. He was undecided and the coach forgot to pull the ship. In the middle of him battling 2 other schools for the recruit he really wanted, this guy signed. CS removed the guy from his team and let him re battle for the main guy. Players can go undecided if there is no 'ship on the table at the start of signings. They can also start considering you/sign with a ship on the table if they are still undecided late in recruiting.

I was going off the "late drop-down". If he JUST made the change in status towards the school and he's still undecided then he's not going anywhere (without a booster gift perhaps). What you are describing was the result of someone who had the guy dropdown late and had already put in enough beforehand to make the guy sign when he changed his mind. Colonels hadn't by what he'd said.
