i sent a recruit a call at the beginning of the recruiting cycle and he said he was not interested and wanted to play at a higher level. the recruiting period ends sunday. no team has pursued him. is there any chance he will drop down or can be pulled down?

if he said not interested - no.

if he said something like "i want to play a higher level, but will keep your offer just in case" then yes

As glen87 said, the recruits from a level up must respond to your recruiting attempt and the response must include something positive which includes things such as: I will keep you in mind, you are a backup, keep in touch. Then when that player is ready to be pursued by your team (has dropped down) you will receive an email in which your assistant coach or the player himself will state he is ready to talk or the likes.
