can a center with 1 speed be effective at D3?

Yes, it will be hard to find one with good speed anyway. Athleticism is more important and you should be looking for some that start in the thirty range.

If the guy had 50 ath, but 1 speed, would he be a liability in the press?

Not when you are running the press or fastbreak. Therefore, I would advise you to not recruit a 1-Spd center for your team, but if you are running anything but the press or fastbreak in the future, then its fine.

Yes

Doesn't the center normally stay back in the press or at least at half court? I don't think in Division III he would be a liability even in the press. If he has no offensive game then maybe you shouldn't go after him however.

No. I had a 63 ath/2 speed center in the press before and he did just fine. Averaged 9 PPG 5 rebounds in 22 minutes on 51% shooting his SR year and was all conf. I don't remember his earlier stats, but he didn't get much PT until his JR year cus of depth. He got plenty of steals even with his lack of speed.
