84 control and his pitches are projected at 85-71-65-36.

You should probably forum link the pitcher. From the little you showed he is probably a pitcher that would be useful but not a star. Think of him as a #3-4 starting pitcher. His control and pitches are good.

I like him a little less than plague, unless his GB is very high. Still a major league pitcher, but I wouldn't want him in your playoff rotation.

I've noticed that players almost never make their projections, even with 20 adv scouting. So, if the guy is projected to be a 50, expect 45-48 to be the actual ceiling. My hard and fast rule is never go below 50 with vsR, unless the rest of the stuff is NASTY. And the rest of his stuff is not nasty. Decent/good, but not nasty.

I don't think he'll be successful with a 50 vR. If he had two 85+ pitches and one or two more good pitches -- say 70+ -- you might get lucky.

As is, he'd be hit hard by RH-dominant lineups. Can't see a guy like that producing an sub-5 ERA.
