Do veterans who've stopped developing ever gain any ratings points back after injuries? What about young veterans who've peaked like a 27 year old, 5 yr ML vet?

Yes. The higher that you have budgeted for training/medical, the better the ratings rebound. I'm sure the players health/makeup and perhaps patience and temper come in to play as well.
